{"id":730,"date":"2014-06-13T06:40:16","date_gmt":"2014-06-13T06:40:16","guid":{"rendered":"http:\/\/www.borbolycsaba.ro\/en\/?p=730"},"modified":"2014-09-30T06:43:12","modified_gmt":"2014-09-30T06:43:12","slug":"mr-csaba-borboly-the-youths-inactivity-has-a-price","status":"publish","type":"post","link":"https:\/\/www.borbolycsaba.ro\/en\/mr-csaba-borboly-the-youths-inactivity-has-a-price\/","title":{"rendered":"Mr. Csaba Borboly: the youth\u2019s inactivity has a price"},"content":{"rendered":"<p style=\"text-align: justify;\">The Committee of the Regions\u2019 Commission for Education, Youth, Culture and Research (EDUC) together with Malopolska region organized an international conference with the topic <i>Youth\u2019s Europe 2014-2020 <\/i>on 13<sup>th<\/sup> of June<i>, <\/i>in the Polish city of Krakow<i>.<\/i><\/p>\n<p style=\"text-align: justify;\">\u2018In education more roles should be given to practical training. Local and regional authorities should support young graduates\u2019 job finding on the labour market\u2019 \u2013 these were among the main thoughts of Mr. Csaba Borboly, president of Harghita County Council, when holding his speech at the conference in Krakow. Mr. Csaba Borboly has been invited to participate in the meeting in order to express his view as member of the Committee of the Regions on the following topic: possibilities of improving the educational and training systems within the light of labour market demands and youth\u2019s requirements. Among speech holders, Mr. W\u0142adys\u0142aw Kosiniak-Kamysz, Minister of Labour and Social Policy of Poland, was also present.<\/p>\n<p style=\"text-align: justify;\">The county council president (whose previously elaborated report with the title <i>European higher education in the world<\/i> may be found at: <a href=\"http:\/\/www.borbolycsaba.ro\/en\/european-higher-education-in-the-world-2\/\">http:\/\/www.borbolycsaba.ro\/en\/european-higher-education-in-the-world-2\/<\/a>) considers relevant that the local youth organizations to be heard in Europe, mostly in those educational and training issues, which are of key importance in improving the employment of youth. In addition, it is also important that these are or can be realized on local and regional levels. For this peculiar reason, already in April of this year, Mr. Csaba Borboly addressed youth organizations in Harghita County to nominate a person who would present his\/her visions and proposals. Among the sent applications, Ms. Orsolya Bartalis, member of the Youth Initiation organization in Siculeni, had the possibility to take part in the youth conference, organized in Krakow.<\/p>\n<p style=\"text-align: justify;\">In his speech, Mr. Csaba Borboly called the attention to the following question: Do our educational and training systems meet the requirements and needs of youth? He also sketched the current European situation in this respect, according to which in the beginning of 2014, more than 5,5 million youth were registered as jobless in all the 28 member states of the European Union. As Mr. Borboly highlighted \u2019it is obvious that there is need for a much greater effort for increasing the life standard of European youth and also within the fields of concerning policies. The 30% of people looking for a job, are low-trained, the majority of them coming from underdeveloped regions and are mostly career-beginners. The inactivity of youth has a price, and not a small one; at the same time because of those who are not looking for a job, the tax-income loss is significant, and the costs for trainings and labour recruiting are increasing, as well. Moreover, the price of this is paid by the youth, who, because of inactivity cannot find a job. For this very reason they do not have income, are not able to have savings, and on the top of all, are using some part of their parents\u2019 savings, too. Long-termly speaking they have fewer possibilities for finding a work place. As a consequence, their self-esteem gets worse and family-making is delayed. Unfortunately, hopelessness, passivity and uncertainty are increasing among students of high schools.\u201d<\/p>\n<p style=\"text-align: justify;\">The county council president formulated proposals for the EDUC Commission and for other interested institutions, by taking into account Ms. Orsolya Bartalis\u2019 views. She criticized the preliminary exam and examination system applied in education, as well as the lack of balance between theoretical and practical training. The representative of the Youth Initiation organization in Siculeni (Mad\u00e9falva) sees the solution in the whole reorganization of education system, the increase of the proportion of practical trainings and in the better motivation of teachers.<\/p>\n<p style=\"text-align: justify;\">With the occasion of his speech, Mr. Csaba Borboly also claimed that with the help of market and economic surveys it can be foretold what kinds of professions are needed in the future. Accordingly, there is the possibility to enlist the available and understandable professions, which help youth to start their career, thus, by possessing relevant information. Another possibility lies in the gradual involvement of the educational institutions in the local economic life. More precisely, students would have the possibility to gain experience and work in a \u2018real work place\u2019 based on the professional field concerned. Hereby, not solely the educational institution would gain income but the students, too, not merely gaining experience but also experiencing the exact result of their work through the received \u2018salary\u2019. For reaching the maximal effect, there is need for establishing the collaboration between local and regional governments, employment agencies and educational institutions.<\/p>\n<p style=\"text-align: justify;\">\u201cOf course there are a lot of best practices and many exceptions referring how to represent the interests of youth, these institutions and programmes are well-known. In spite of this, the following tendency can be seen: the support of political organizations and institutions regard mostly the circle of their voters, and it is known that the young age-group does not belong to the circle of active voters. That is the reason why youth have to stand up for their goals and we have to support them\u201d \u2013 affirmed Mr. Csaba Borboly.<\/p>\n<p style=\"text-align: justify;\">Harghita County Council searches the solutions for the abovementioned issues for a long time, for example regarding the fact how to strengthen the professional training. Among the possible proposals, it was risen the idea of founding a professional training cluster in Seklerland, through which adult training could be launched. As well as it would be mapped what kind of investments would be necessary in Harghita County.
