Pl\u0103tim pentru utilizarea drumurilor na\u021bionale \u0219i europene. Prin urmare, veniturile tax\u0103rii sunt cheltuite pentru \u00eentre\u021binerea acelor re\u021bele rutiere. \u00centre\u021binerea drumurilor jude\u021bene este finan\u021bat\u0103 din bugetul consiliului jude\u021bean.<\/span><\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li><strong><a name=\"harmas\"><\/a> Cine face \u00eentre\u021binerea de iarn\u0103?<\/strong><\/li>\n<\/ol>\n<p>\u00centre\u021binerea de iarn\u0103 este \u00eencredin\u021bat\u0103 firmelor specializate dup\u0103 o \u00a0procedur\u0103 de achizi\u021bie public\u0103, cele care, conform Legii achizi\u021biei publice, au depus cea mai mic\u0103 ofert\u0103 financiar\u0103.<\/p>\n<p>Anul acesta, Consiliul Jude\u021bean Harghita a semnat acorduri-cadru pentru \u00eenc\u0103 doi ani pentru aceste servicii. Am lansat achizi\u021bia public\u0103 pentru 16 a\u0219a-numite loturi mici, oferind \u0219anse \u0219i societ\u0103\u021bilor mai mici.<\/p>\n<p>Contractele includ: \u00eendep\u0103rtarea z\u0103pezii cu plugul, \u00eempr\u0103\u0219tiere cu material antiderapant, interven\u021bie rapid\u0103 \u00een situa\u021bii de urgen\u021b\u0103, cum ar fi \u00eendep\u0103rtarea copacilor c\u0103zu\u021bi pe carosabil, interven\u021bia cu freza de z\u0103pad\u0103 la cerere, precum \u0219i asisten\u021b\u0103 permanent\u0103 24 ore.<\/p>\n<ol start=\"4\">\n<li><strong><a name=\"negyes\"><\/a> \u00cen Vest mereu o s\u0103 fie altfel dec\u00e2t acas\u0103<\/strong><\/li>\n<\/ol>\n<p>Un argument recurent \u0219i o pild\u0103 des adus\u0103 \u00een spa\u021biul mediatic este, c\u0103 occidentul este mai eficient \u00een aceast\u0103 privin\u021b\u0103. Ca \u00een multe alte domenii, da, Occidentul este mai avansat. Cum poate fi asta?<\/strong><\/li>\n<\/ol>\n<p>Cur\u0103\u021barea cu plugul de z\u0103pad\u0103 poate fi \u00eenceput\u0103 la 6 cm de z\u0103pad\u0103, sub acest nivel a\u0219ternem material antiderapant pe drumu. Utilajul nu poate fi trimis pe sectoare f\u0103r\u0103 s\u0103 efectueze manevre cu plugul sau f\u0103r\u0103 s\u0103 \u00eempr\u0103\u0219tie material antiderapant.<\/p>\n<p>Este posibil ca \u00een drum spre loca\u021bia unde trebuie s\u0103 lucreze \u0219i travers\u00e2nd \u0219i alte sectoare de drum s\u0103 nu efectueze aceste lucr\u0103ri, deoarece ar ajunge mai t\u00e2rziu, \u0219i i s-ar termina \u0219i materialul antiderapant. Pe de o parte materialul antiderapant trebuie l\u0103sat s\u0103-\u0219i fac\u0103 efectul de topire (ro\u021bile ma\u0219inilor r\u0103sp\u00e2ndesc materialul).
