Actualul s\u0103u al treilea mandat a \u00eenceput \u00een septembrie 2024. Activitatea sa este direct legat\u0103 de Planul de Ac\u021biune pentru Economia Social\u0103 (SEAP), adoptat de Comisia European\u0103 \u00een 2021, care urm\u0103re\u0219te ca p\u00e2n\u0103 \u00een 2030 s\u0103 creeze o economie social\u0103 competitiv\u0103, puternic\u0103 \u0219i recunoscut\u0103 \u00een Europa.<\/p>\n<p data-start=\"1544\" data-end=\"1974\">Evaluarea intermediar\u0103 a SEAP a fost publicat\u0103 \u00een martie 2026 \u2013 acesta a fost unul dintre principalele puncte pe ordinea de zi. Evaluarea arat\u0103 c\u0103 planul a dat un impuls economiei sociale, dar la nivel regional \u0219i local exist\u0103 \u00eenc\u0103 un poten\u021bial semnificativ nevalorificat \u0219i este nevoie de mecanisme de guvernan\u021b\u0103 mult mai solide pe mai multe niveluri. Exact aici CoR \u2013 \u0219i eu, reprezent\u00e2nd jude\u021bul Harghita \u2013 avem un rol esen\u021bial.<\/p>\n<p data-start=\"1976\" data-end=\"2029\">Ordinea de zi a acoperit urm\u0103toarele teme principale:<\/p>\n<p data-start=\"2031\" data-end=\"2445\">\u2022 Evaluarea intermediar\u0103 a SEAP (DG EMPL) \u2013 ce a func\u021bionat \u0219i ce nu din obiectivele stabilite \u00een 2021<br data-start=\"2133\" data-end=\"2136\" \/>\u2022 YEPA Legacy Document (OECD\/DG EMPL) \u2013 lec\u021biile programului de antreprenoriat pentru tineri<br data-start=\"2228\" data-end=\"2231\" \/>\u2022 Rolul mutualit\u0103\u021bilor \u00een UE (AIM\/AMICE)<br data-start=\"2271\" data-end=\"2274\" \/>\u2022 Sandbox de reglementare pentru cooperative digitale (DG GROW)<br data-start=\"2337\" data-end=\"2340\" \/>\u2022 Actualizarea grupului de lucru privind accesul la finan\u021bare \u2013 la care am contribuit \u0219i cu input scris<\/p>\n<p data-start=\"2447\" data-end=\"2487\"><strong data-start=\"2447\" data-end=\"2487\">De ce este special\u0103 aceast\u0103 pozi\u021bie?<\/strong><\/p>\n<p data-start=\"2489\" data-end=\"2562\"><strong data-start=\"2489\" data-end=\"2562\">CoR este singura institu\u021bie care reprezint\u0103 nivelul local \u0219i regional<\/strong><\/p>\n<p data-start=\"2564\" data-end=\"3150\">\u00cen sistemul institu\u021bional al UE, Comitetul Regiunilor este singura institu\u021bie care reprezint\u0103 direct autorit\u0103\u021bile locale \u0219i regionale. \u00cen timp ce Parlamentul European \u0219i Consiliul modeleaz\u0103 politica la nivel na\u021bional, CoR are rolul de a aduce experien\u021ba comunit\u0103\u021bilor, ora\u0219elor \u0219i regiunilor \u00een procesul decizional. Func\u021bia mea de observator \u00een GECES \u00eenseamn\u0103 c\u0103 \u00eentreaga activitate de politic\u0103 public\u0103 desf\u0103\u0219urat\u0103 aici \u2013 de la finan\u021barea economiei sociale la reforma achizi\u021biilor publice \u0219i colectarea datelor statistice \u2013 prime\u0219te dimensiunea local\u0103 \u0219i regional\u0103 prin contribu\u021bia mea.<\/p>\n<p data-start=\"3152\" data-end=\"3532\">Nu este un rol formal. \u00cen spatele muncii GECES se afl\u0103 \u00eentregul sistem de expertiz\u0103 al CoR: secretariatul comisiei SEDEC, referen\u021bi de specialitate, anali\u0219ti de politici UE \u0219i re\u021beaua administra\u021biilor locale din statele membre. C\u00e2nd intervin la Bruxelles sau transmit contribu\u021bii scrise, m\u0103 bazez pe cunoa\u0219terea colectiv\u0103 acumulat\u0103 de mii de autorit\u0103\u021bi locale din \u00eentreaga Europ\u0103.<\/p>\n<p data-start=\"3534\" data-end=\"3596\"><strong data-start=\"3534\" data-end=\"3596\">Activitatea GECES are impact direct asupra reglement\u0103rilor<\/strong><\/p>\n<p data-start=\"3598\" data-end=\"3777\">Munca din GECES nu este o simpl\u0103 dezbatere f\u0103r\u0103 consecin\u021be: recomand\u0103rile, rapoartele \u0219i pozi\u021biile grupului contribuie direct la procesul legislativ al UE. \u00cen prezent, de exemplu:<\/p>\n<p data-start=\"3779\" data-end=\"4243\">\u2022 Raportul final privind accesul la finan\u021bare este a\u0219teptat \u00een septembrie 2026 \u0219i va fi integrat \u00een recomand\u0103rile ce vor fi aprobate \u00een plenara din decembrie<br data-start=\"3936\" data-end=\"3939\" \/>\u2022 Revizuirea GBER (General Block Exemption Regulation) este \u00een curs \u0219i va determina \u00een ce m\u0103sur\u0103 autorit\u0103\u021bile locale pot sprijini \u00eentreprinderile sociale<br data-start=\"4092\" data-end=\"4095\" \/>\u2022 Propunerile de revizuire a directivei 2014\/24\/UE privind achizi\u021biile publice pot deschide accesul \u00eentreprinderilor sociale la pia\u021ba achizi\u021biilor<\/p>\n<p data-start=\"4245\" data-end=\"4317\"><strong data-start=\"4245\" data-end=\"4317\">R\u0103m\u00e2nerea \u00een urm\u0103 a Rom\u00e2niei: ceea ce trebuie spus la nivel european<\/strong><\/p>\n<p data-start=\"4319\" data-end=\"4513\">Unul dintre cele mai importante mesaje pe care le sus\u021bin constant \u00een GECES: Rom\u00e2nia este (\u00eenc\u0103!) coda\u0219a UE \u00een domeniul economiei sociale \u0219i acest fapt nu trebuie ascuns \u00een spatele statisticilor.<\/p>\n<p data-start=\"4515\" data-end=\"4557\"><strong data-start=\"4515\" data-end=\"4557\">E\u0219ecuri structurale reflectate \u00een date<\/strong><\/p>\n<p data-start=\"4559\" data-end=\"4905\">Legea economiei sociale din Rom\u00e2nia (219\/2015) este o lege de recunoa\u0219tere, care nu ofer\u0103 facilit\u0103\u021bi fiscale. Nici legea cooperativelor, nici cea a economiei sociale nu permit autorit\u0103\u021bilor locale s\u0103 devin\u0103 membri ai cooperativelor sociale \u2013 spre deosebire de modelul italian. Contractele de achizi\u021bii publice rezervate sunt foarte rar utilizate.<\/p>\n<p data-start=\"4907\" data-end=\"5380\">Problemele de sustenabilitate ale \u00eentreprinderilor sociale finan\u021bate din fonduri UE sunt documentate: un studiu din 2024 din Maramure\u0219 arat\u0103 c\u0103 aproximativ 80% dintre acestea prezint\u0103 un risc ridicat de faliment, iar doar circa 5% sunt viabile financiar. Dup\u0103 finalizarea finan\u021b\u0103rii, organiza\u021biile dispar \u2013 fondurile se epuizeaz\u0103, dar nu r\u0103m\u00e2ne valoare durabil\u0103. Este o problem\u0103 sistemic\u0103: absorb\u021bia fondurilor este sc\u0103zut\u0103, netransparent\u0103 \u0219i lipsit\u0103 de viziune strategic\u0103.<\/p>\n<p data-start=\"5382\" data-end=\"5460\"><strong data-start=\"5382\" data-end=\"5460\">De ce Rom\u00e2nia este un exemplu negativ \u2013 \u0219i de ce trebuie spus la Bruxelles<\/strong><\/p>\n<p data-start=\"5462\" data-end=\"5716\">Rom\u00e2nia beneficiaz\u0103 de 7,3 miliarde de euro din ESF+ \u00een perioada 2021\u20132027, iar pachetul total de politici de coeziune se ridic\u0103 la 31,5 miliarde de euro. Sunt sume uria\u0219e \u2013 dar f\u0103r\u0103 un ecosistem institu\u021bional func\u021bional, nu genereaz\u0103 rezultate durabile.<\/p>\n<p data-start=\"5718\" data-end=\"5921\">\u00cen statele unde economia social\u0103 este bine dezvoltat\u0103 \u2013 Italia, Spania, Fran\u021ba \u2013 cooperativele sociale creeaz\u0103 trasee reale de integrare profesional\u0103. Rom\u00e2nia, \u00een schimb, are un ecosistem extrem de slab.<\/p>\n<p data-start=\"5923\" data-end=\"5980\"><strong data-start=\"5923\" data-end=\"5980\">Jude\u021bul Harghita: unde modelul comunitar func\u021bioneaz\u0103<\/strong><\/p>\n<p data-start=\"5982\" data-end=\"6237\">Experien\u021ba jude\u021bului Harghita arat\u0103 c\u0103 modelele de economie social\u0103 pot func\u021biona \u0219i \u00een zone rurale, dac\u0103 exist\u0103 baze comunitare solide. Tradi\u021bia cooperativ\u0103, brandul \u201eProdus Secuiesc\u201d \u0219i cultura solidarit\u0103\u021bii sunt elemente relevante \u0219i la nivel european.<\/p>\n<p data-start=\"6239\" data-end=\"6390\">Evaluarea SEAP recunoa\u0219te \u0219i ea importan\u021ba economiei sociale \u00een zonele rurale \u2013 exact punctul \u00een care experien\u021ba Harghitei devine un argument european.<\/p>\n<p data-start=\"6392\" data-end=\"6410\"><strong data-start=\"6392\" data-end=\"6410\">Pa\u0219ii urm\u0103tori<\/strong><\/p>\n<p data-start=\"6412\" data-end=\"6480\">Dup\u0103 reuniune, voi reprezenta pozi\u021bia CoR \u00een urm\u0103toarele evenimente:<\/p>\n<p data-start=\"6482\" data-end=\"6639\">\u2022 23 aprilie \u2013 webinar Social Economy Europe: evaluarea SEAP<br data-start=\"6542\" data-end=\"6545\" \/>\u2022 Septembrie 2026 \u2013 raportul privind accesul la finan\u021bare<br data-start=\"6602\" data-end=\"6605\" \/>\u2022 Decembrie 2026 \u2013 plenara GECES<\/p>\n<p data-start=\"6641\" data-end=\"6868\" data-is-last-node=\"\" data-is-only-node=\"\">Munca a \u00eenceput \u0219i avanseaz\u0103 constant. Politica UE privind economia social\u0103 nu trebuie s\u0103 r\u0103m\u00e2n\u0103 doar pe h\u00e2rtie \u2013 trebuie s\u0103 ajung\u0103 la regiuni, comunit\u0103\u021bi \u0219i oameni.
