Mr. Csaba Borboly, president of Harghita County Council and permanent member of the Committee of the Regions attended the meeting of the Commission for Environment, Climate Change and Energy (ENVE), on 12th of February. The county council president has submitted several amendments concerning the new direction lines of the EU in the field of energy state supports: namely, regarding affordable energy, as well as for the purpose of decreasing the package waste, which amendments were accordingly voted by the ENVE Commission.
The county council president is on the view that ‘the use and reuse of biologically degradable plastic bags is an own decision, being the matter of an environment conscious attitude. In this regard, education institutions have a very important role, which has to be accentuated in order to contribute to the development of children’s environment conscious attitude.’
As well as, he states that ’based on regions’ endowments, they should be able to access targeted sources. Moreover, beside the concrete steps made toward the efficient energy use and environment protection, the environment awareness education of the population is indispensable. The presence of multiple kind of energy suppliers suggests the importance of energy production and consumption, at the same time encouraging the producers for efficient production and technological innovation.’
Summing up, the county council president claimed that ’regarding the opinions discussed by the ENVE Commission it is important to emphasize that for the elimination of Europe’s energy dependence, the European Union supports local energy production investments up to one megawatt energy performance. The communities have to be encouraged for such investments by local initiatives and collaborations. There is need for more and more small producers, and to support them in order to be able to be competitive against large companies and successful emergence of different interests.’
Finally, according to Mr. Csaba Borboly’s opinion ’the EU support for increasing the efficiency of old power-plant parks, beside improving the energy efficiency would also result the decrease of energy independence. In addition to decreasing the burdens of consumers, who need protection, and encouraging the population for conscious energy use, it can be successful by the realization of concrete supporting measures like the modernization of district heating systems’ technology, the repair and improvement of the insulation of buildings. The use of renewable energy sources for meeting the needs of own consumption both on regional and household level, would contribute to the decrease of the dependent energetic situation. The local consumers have to be the beneficiaries of local energy sources, even by getting to the necessary energy cheaper.
The president of Harghita County Council is the permanent member of the Committee of the Regions since October of 2012. Moreover, he is member of the Commissions for Environment, Climate Change and Energy (ENVE) and for Education, Youth and Research (EDUC) of the Committee of the Regions, and he takes part in the related meetings as being the member of the Group of the European People’s Party (EPP Group) as well.
