After a consultation with the members of the Urban Planning Committee Csaba Borboly, president of Hargita County Council invited the architects of Harghita county for a forum regarding the draft opinion, which he composes as the raporteur of the Committee of Region.
On the conference, held in Miercurea-Ciuc at Monday, 1st of September the president stated that the European legislation, which will take into consideration the report in preparition will have an affect on decision-makers from Bucharest and that the document has to be formulated in such way that it should represent the interests of all the member states.
The experts explained that the theme of the sustainable building should be interconnected with the applications of the following domains: sustainable silvyculture and environmental management, including the preservation of traditional knowledge and the princpiples of village image protection and wood constructions should be encouraged more. They underlinedthe fact that the operational system of the villages and cities shoul be fully understood, because the living space and the environment is different and therefore the construction patterns differ locationally: on villages near the houses the gardens and forests also constitute the integral part of an estate and resources are used in a different way compared to a city’s situation.
For this reason, experts underlined that in the composition of an EU legislation different building traditions of a region should be taken into consideration.
They also discussed upon the reusage of building materials after a demolition and that the actual regulation for fire protection will make impossible the construction of public buildings made of wood. Accordingly, the preservation of local values seems also important in relation with the theme of sustainable buildings.
Borboly Csaba is an active member of the Committee of Regions since October 2012, working in Education, Youth, Culture and Research (EDUC) and Environment, Climate Change and Energy (ENVE) commissions.
