The center of waste management from Remetea was handed over

Representatives from the Parliament, senior government officials, Csaba Borboly the President of the County Council, mayors from different regions, as well the companies who contributed to the center’s implementation were present at this ceremony. The center was established with the help of Harghita County Council, the project entitled The County Integrated Waste Management System.

Congratulations for everybody who contributed to this successful implementation, it was man’s work – guests were greeted by Elemér Albert Lackó. The mayor from Remetea emphasized that their region was partner in this project and they will continue as partners in this project.

We believe in continuing this project during its establishment as well. Our interest is to keep the high norms, which were also used in the process of constructions. The hard part is yet to come; the system needs to be set up. The secret of success depends on how we will keep our previous intensity, or we will be satisfied with half solutions. Remetea could only be a partner by working with quality, this is our responsibility, and this needs to be expected from the other partners as well – emphasized the mayor from Remetea.

László Borbély, the Member of the Parliament, the ex-minister of the environmental management said a few words. He mentioned the fact that the system development of waste management between 2007-2013 meant a 1,5 million finance from the union, and this can also be expected between the period of 2014-2020. According to the politician, there are a lots of trap throughout the project’s implementation, and he worries if the County Council can keep up with the tight deadlines.

  • I would like to congratulate for everyone who materialized this project. A waste management has begun, which main part is to pass information not only for the project operators but for the population as well. Since this project will not work without them. I am also glad that this complex project regarding waste management has been realised. This is the meaning that something has changed in Harghita County, and this is why we need a strong government in order to succede implementing these projects – explained Borbély.

At the ceremony Anna László transmitted the message of Ioan GHERHEȘ, the President of the Environmental Agency of Harghita County.  Barna Tánczos said that the council satisfies the population’s needs in case its attributions are well done, and takes advantage of opportunities which were offered by the EU.

These investments need to be operated. This project needs operators who can not only change the mentality on collecting and managing waste, but who can change the mentality of the population as well, people who generate waste. The waste management has grown to an incredibly huge industry, and I hope we can take part of it when around us successful enterprises are going to develop basing on this system of waste management – said Barna Tánczos.

As the weather is so stormy near us, this project’s story was also stormy – said Csaba Borboly, the President of Harghita County Council at the ceremony. According to the President they encounter many difficulties throughout the project implementation, but they managed to resolve them. The President also thanked people from Remetea for their positive attitude, who were optimists, trusting, believed in collaboration, and they could make sacrifices for the county, for Seklerland. There were many results thanks to the community throughout the project, and it will be in the future as well, because they are one beneficiaries of this project by a serious contract which has to be maintained. The President believes that it is extremely important to have a strong government and collaboration, because these are the key elements for a project.

In the rest of the ceremony the separated collecting center’s functioning was presented for the audience. The ceremony also continued with a photo exhibition and project presentation.

 A modern waste management center was built

Lots of indispensable premises were built for this waste management system in order for its successful functioning. For example the first EU-conform waste landfill has a capacity of 450.000 m3 which can receive 337.500 tons of wastage and will provide its service for 6,25 years for the population of Harghita County. The liquid’s leak is secured with a triple protection system. This cell has its own biogas burner, which is capable to burn the formed biogas with 1000 degrees 600 m3/hour. The building of administration, garage and installation was built, as well the system of water, rainwater, electricity and canals. The building has its own laboratory, weather station, internal communication and tracking system, fuel station and car wash.

As the project’s part a station of waste selection and composting was also built in the complex. Therefore, the center’s has an industry hall which is more than 3800 m2. The center’s modern equipment and machineries are functioning (conveyor belts, manual selecting cabins, opening devices, compactors, loaders, and cars moving the packed waste). The hall of composting is also finished. The working surfaces of intensive composting and compost maturing were asphalted and the system of compost aerator and liquid draining canals were also built.  The machineries and equipment on the composting station are operative (loaders, trucks, huge containers, opening machineries, selecting belts, crusher, compost rotating machineries, compost sifter, covering machineries etc.). The compost container and the temporary compost container hall are also finished.

The constructions within this project were implemented by the Hidrocontructia S.A. from Cluj Napoca and the Secvision Business Solutions L.T.D. from Bucharest.

 

About the waste management project

The Harghita County Council signed a project financing contract in October 2013 which demanded to resolve the implementation of waste management in the county. The project’s has a value of 164 million RON without VAT, which has a 70,5% EU funding, 14,2% government funds and 15,3% was funded by the County Council. This project rebuilds all the waste management process in the county, beginning with the collection of waste till the finishing process.

The project’s aim is to accomplish EU expectations, the development of a modern and sustainable operating waste management system in Harghita County. Also inadequate landfills will be eliminated and shut down which are not satisfying the EU’s expectations. The integrated waste management system would contribute the environmental protection of Harghita County and helps the population life quality. The majority of the locations will receive from this project’s investments at some level, except Odorheiu Secuiesc.

The project implementation includes 11 locations, and has the benefit on the whole county, except Odorheiu Secuiesc and some locations from its area.
