Local governance and territorial strategies on the Green Deal initiative - Conference hosted by Harghita County within the framework of European Week of Regions and Cities

Harghita county is in need of financial resources for the elaboration of the regional  strategy aiming for the reduction of the emission of carbon-dioxide. Besides that, elevated attention has to be paid upon sustainable development with the involvement of the appropriate experts, which is one of the main goals of the developmental strategy of Harghita County Council. The launching of the Just Transition Fund (JTF) is an important initiative supporting the transition to an ecologically sustainable agriculture until 2050. Achieving the goals of the Green Deal can only be realized by the cooperation of local and regional councils alongside with the European Committee, all of them taking the leader roles on this issue. 

Within the framework of the annual event of European Week of Regions and Cities hosted by the European Committee of the Regions, we organized a conference that took place on Monday, 19th of October with the purpose of providing a clear picture on the realization of the Green Deal on a local level alongside with the roles of the regional municipalities through this process for the attendants. Taking into consideration the current arrangements regarding the global pandemic, the conference was carried out with the involvement of online platforms. The attendants of the conference were: Csaba Borboly, member of the Committee of Regions and president of the Harghita County Council (EPP/Romania), Oligerd Geblewicz, president of the European People's Party and member of the Committee of Regions (EPP/Poland), De Michelis Nicola, director, the realizing of the intelligence and sustainable development and program from the part of the DG REGIO, the European Committee, PhD. László Csák EU politics expert (Romania), Adrian-Marius Mariciuc state secretary from the part of the Ministry of European Funds (Romania) and Ovidia Caba, director from the part of the Regional Development Agency (ADR).

Csaba Borboly, county president, rapporteur of the Committee of Regions, and constant member of the Environment, Climate change and Energy (ENVE), happily announced that Harghita county has decided upon developing a strategy with the aim of reducing the emission of carbon-dioxide. As he stated, the major issue in the county that we have to face is the low amount of fuel available altogether with the outdated heating system for the housings. A development of a program covering the whole county is in progress, that will be the subject of the developmental strategy of Harghita county for the years 2021-2030. A contact has been made with the local authorities as well, namely the Regional Development Agency (ADR). 

- So the major aim of the strategy is to provide heating for the residents of the county at an affordable price as well as creating more sustainable job opportunities in order to have a less negative impact on our environment. I believe that the program can be realized without any greater intervention of the state, but due to the goals of supporting the currently inactive workforce, solving the fuel issue and development of the heating system, the financial support of the EU is needed.  Due to these reasons, the direct access to the financial support of the Just Transition Fund (JTF) and other funds of the union is essential and therefore the resources can and will be used in the most effective way - stated Csaba Borboly.
