The rapporteur consultation of CoR member Borboly Csaba continues on the subject of sustainable buildings

Borboly Csaba, the president of Harghita County Council continued the series of consultations as rapporteur on the subject of sustainable buildings on the 23rd October at the headquarters of the Committee of the Regions in Brussels, with the representatives of European Union institutions, advocacy organizations, competent authorities and representatives of regions.

The president highlighted that we can learn a lot from traditional methods, and constructions should be carried out according to the local conditions, local aspects of the countryside, and locally available building materials. In order to build modern, comfortable houses which are in the same time characteristic to the region, the importance of constructions according to the local aspects should be emphasized, in order to preserve the traditional village image.

As good practice, Borboly Csaba presented the village image protection program of Harghita County Council, which was launched in 2009, in order to review the values of the traditional villages, to preserve the village image and to stop further demolitions. In this context, professionals conducted surveys, publications were completed, and numerous models and plans were prepared for houses by the county council, so people can save money by using them.

- At this moment, the regional system is unbalanced, and if the European Commission would like to introduce the classification based on resource efficiency, it would be appropriate to prepare a plan for less developed, and less producing regions. Sustainability is not just an environmental and economic issue, but also social one. This means that we need cost-efficient and healthy houses, as well as convenient public buildings, including schools, social centers, hospitals - Borboly Csaba emphasized.

The draft opinion, based on the Resource efficiency opportunities in the building sector working document will be presented at the plenary session at the beginning of 2015, after it’s adoption at the ENVE commission. The president of the Harghita County Council was elected rapporteur on the topic of sustainable buildings at the ENVE Commission meeting in Brussels on 19th. Borboly Csaba is an active member of the Committee of Regions since October 2012, working in Education, Youth, Culture and Research (EDUC) and Environment, Climate Change and Energy (ENVE) commissions.  During the preparation of the draft opinion he is assisted by Csák László expert.
