"One of the ways to increase efficiency, in addition to building energy efficient homes is to rehabilitate existing buildings," writes in his amendment Borboly Csaba, the president of the Harghita County Council, adding that "we need to support investments in the construction of new buildings at affordable cost". Borboly Csaba, as rapporteur of the Committee of the Regions (CoR) has submitted amendments to the draft opinion A policy framework for climate and energy in the period from 2020 to 2030, which were voted during the plenary session held on the 8th October in Brussels. According to the county council president there is no one fits all solution in this matter, relevant decisions can be taken only at regional and local authorities’ level. The aim of the proposal submitted by Csaba Borboly is that new regulations should be adopted in order to be able to use wood as construction material for public institutions. It is possible that following the adoption of new legal provisions in this field, also Harghita County Council’s program on traditional homes may obtain European funding.

Proposals submitted by Csaba Borboly aim the Smart Cities and Communities initiative as well, and according to the amendment, the initiative should also be open to stakeholders from small towns and rural areas, not just big cities.
